今回は２６回目の締約国会議にあたりますので、COP26 と呼びます。

この前に、接続詞の that が省略されています。said that … の構文です。上に書いた on Monday … CPO26 は挿入句です。
would は India’s minister said に合わせた「時制の一致」で過去形になっています。

coalition は「いろいろな連合、人の集まり」を表します。
private funders というのは、資金を提供しているいろいろな団体で、約２万人が集まりました。

plans to invest の間に COP26 が挟まれています。
aid は「～を援助する」。
indigenous community は「現地コミュニティ」。温室効果ガスの影響を受けている行進国のコミュニティのことです。
as well as protect biodiverse tropical forests「生物が多様な熱帯の森林を守るのと同様に」
was well as は「～と同じように」。
biodiverse は「生物が多様な」という形容詞。
The governments participating are from the United States, United Kingdom, Norway, Germany and the Netherlands and 17 other private funders.

government は、ここでは「国」の意味合いです。
participating は名詞を修飾する現在分詞です。通常、分詞が単独で名詞を修飾するときは名詞の前に付きますが、このように名詞を単独で後ろから修飾することもあります。
