日本など他の国の外務大臣に相当しますが、アメリカでは言わばナンバー２の扱いです。

shifted は Qatar の前の to に連携しています。shift A to B という構文です。
diplomatic operations は「外交に関する作戦、行動」です。

presence は「存在」という意味ですが、ここでは「軍の駐留」を指します。

主語が a small number of US citizens で、動詞が remain です。文法的には a small number は単数を表しますが、意味上あるいは習慣上、citizens を主語として考えているため、動詞が remain のように –s が付いていない形になっています。

keep up は「取り続ける」という熟語です。
relentless は「容赦ない」というような否定的な意味で使うことも多いのですが、ここでは「止めないで（いいことを）続ける」という意味で使っています。
help は、この文のように＜help +目的語＋動詞の原形＞という使役動詞と同じ形になります。

as は「～として」という前置詞です。前の describe に続いています。「～として説明している」ということです。
fluid は「液体」ですが、そこから「流動的で」という形容詞の意味が出てきています。
