recapture は capture（占領する、占拠する）に接頭辞の re-（「再び」を表す） が付いた形。
a fourth に the ではなく a が付いていることに注目しましょう。予期せぬことが起きたときなど、序数詞に a を付けることがあります。
where it’s launched a long awaited counter-offensive「そしてそこでは、待ち望まれた反転攻勢が始まった」
launch は「ロケットを打ち上げる」という意味で馴染みが深いが、「何かを始める」という意味でもよく使われます。
long awaited は「待ち望んでいた、待ち焦がれた」という形容詞句。

end は「止める、終わらせる」という動詞です。
Moscow はロシアの首都の名前ですが、ニュースでは、このように首都の名前で国を表すことがよくあります。
daunting task「困難な試練」。daunting は「怖じけさせるような」という意味の形容詞。

has spent months building defensive fortifications「防御設備を造成するのに何か月もかけた」
months のように具体的な長さを示さずに表現する場合は「何か月も」という意味合いです。
fortification は「要塞、とりで」。defensive を付けて「防御設備」となりますが、defensive がない状態でも「防御設備」という意味で使われます。
