Ukrainian President Volodymyr Zelenskyy welcomed on Monday what he called “the news we have been waiting for from troops fighting in and around the shattered eastern city of Bakhmut,” but gave no further details.
what he called “the news we have been waiting for「彼が『ずっと待っていた知らせ』を呼ぶもの」
what は「先行詞を含む関係代名詞です。時制的には we had been waiting for のように過去完了形にすべきでしょうけど、それだと「昔」の感じが出すぎるという感じで現在完了形にしたのでしょう。
but gave no further details「それ以上の詳細は述べなかった」
further details はよく使われる表現です。「更なる詳細」です。

fine jobs は good job などのように「よくやった」という表現。soldiers 以降は呼びかけ。
