flee は通常、自動詞で flee from のように表現することが多いが、ここでは他動詞で、あとに目的語が直接続いています。なお、Sudan のアクセントの位置に注意しましょう。あとのほうにあります。
ここでの as は「…なので、…するにしたがって」などの意味合いになっています。
despite a supposed ceasefire「停戦状態であるにも関わらず」
supposed は「～することになっている、～でなければならない」という意味を表す形容詞（もともと過去分詞）。
ceasefire は「休戦」。truce が本格的な「停戦」を表すのに対し、暫定的な「停戦」を表すことが多い。

なお、戦争や事故などで亡くなる場合も kill の受け身形を使うことがよくあります。
or RSF「つまり RSF」。この or は同格を表します。前の表現を言い換える言い方です。

pull out は「撤退させる、退却させる」など、いろいろな意味のイディオムです。
