Sudan’s warring factions agreed to a 72-hour ceasefire starting on Tuesday while Western, Arab and Asian nations raced to extract their citizens from the country. The Sudan armed forces said the US and Saudi Arabia mediated the truce.

72-hour は「72時間の」という意味の形容詞用法で、hour は複数形にしません。
starting は後置修飾の現在分詞です。
raced to extract their citizens from the country「その国からの自国民の脱出を急いだ」
race は動詞として使われています。
extract は「取り除く」という意味で、ここでは「脱出させる」。
mediated the truce は「休戦を仲介した」。truce と ceasefire はほぼ同じ意味ですが、ceasefire が「一時停戦」という意味合いであるのに対し、truce は「休戦」という感じです。

have not abided by several previous temporary truce deals「過去数回の一時休戦協定を守ってこなかった」
abide は「（法律や約束などを）守る、遵守する」。have not abided by となっているので、現在完了形で、守らないことが続いているニュアンスです。受動態ではないのに、abide by のように by を続けることに注意しましょう。

evacuation は「退避」。動詞の evacuate は「非難する」という意味。
its はアメリカを指します。

facilitate は「手助けする、促進する」という意味。facilitator（ファシリテーター）は「世話人、世話役」として日本語にもなっています。

intelligence は「情報」という意味。アメリカのCIA（中央情報局）は Central Intelligence Agency の略です。
the land evacuation route to provide overwatch「非難陸路に見張りを提供している」
overwatch は「見張る」という動詞での用法が一般的ですが、ここでは名詞です。

starve は「飢えに苦しむ」。I’m starving. は「お腹ぺこぺこです」。starve oneself to death（餓死する）で再帰代名詞が使われることに注意しましょう。
