surge は「急増する、急進する」。
over the weekend
「週末に」
on the weekend と同じ意味ですが、over the weekend のほうが「週末（金曜日の夜から日曜日の夜まで）のいつか」のように、幅を持たせた意味合いになるようです。

「もっとふつうの休暇シーズンへの望みをくじきながら」
dash にも多くの意味がありますが、ここでは「（人の希望や望みを）くじく」という意味で使われています。
holiday season は、クリスマスから年末年始にかけての休暇を指します。Christmas ではなく holiday を使うのは、キリスト教徒だけでなくいろいろな宗教の人たちに配慮した表現だと言われます。ただ、やっぱり Christmas のほうがよいと言う人が増えているとも言われています。

in は間違えて言いかけたものです。
１８日は土曜日ですから、アメリカなどでの発想では「週が日曜日に始まり、土曜日に終わる」というのが分かります。
