A coup in Sudan and world governments continue to react. Reuters reports the US, UK and Norway condemned the coup in Sudan, saying they were deeply concerned about the situation in the country.

冒頭に There was が省略されています。
coup は「クーデター」。元々のつづりは coup d’etat です。
governments は、ここでは「国」といった意味合い。
condemned the coup in Sudan「スーダンでのクーデターを非難した」
condemn は「非難する」。語尾の -n は発音されません。
saying they were deeply concerned about「彼らは～に深く憂慮していると言って」
分詞構文です。
They called on security forces to release those who were detained unlawfully. That’s according to a joint statement released by the US State Department.
They called on security forces to release「彼らは治安部隊に～を開放するように呼び掛けた」
call on には「（人）を訪ねる」や「要求する、招集する」という意味もあります。
those who were detained unlawfully「非合法的に拘束された人たち」
those who は「～の人たち」という、関係代名詞を使った成句。those が先行詞で who が主格の関係代名詞。
detain は「拘束する、抑留する」。
unlawfully は「非合法的に、違法に」。

アメリカとイギリス、ノルウェーの３つの国による joint statement なので、a joint statement ではなく their joint statement と言うべきところです。

injured の前に were が省略されています。この前に seven people were killed とあるため、were が省略されたものです。

「早く」と訳しましたが、「朝早く」ということではありません。このニュースを述べている日の「この時間より早く」ということです。

suspend は「一時停止する、凍結する」。
financial assistance は「経済支援」。

head は「～へ向かう」。よく head for のように for を伴って表現されますが、ここでは overseas が副詞で前置詞を必要としないため、heading のあとに overseas が直接続いています。
later this week は「今週これから」。

come together は「集合する、いっしょに集まる」という意味でよく使われますが、ここでは「良い方向に進む」という意味合いです。

be poised to は「～する準備をする」。「～のバランスを取る」という意味もあります。
to help pay for a package「あるパッケージに払う助けになる（税法案）」
package というのは、増税のための「一括法案」を指します。
help のあとに直接 pay が続いていることに注目しましょう。
that will tally at least 1.75 trillion dollars,「それは少なくとも 1.75 兆ドルを集めることになる」
tally は「符号をつける、集計する、勘定する」など、いろいろな意味を持つ語です。
trillion は「兆」。billion の次の位です。

fizzle は「失敗する」。
