敢えて「大臣」と訳しましたが、「大臣」というのは本来、国王や天皇、皇帝などを助けて国の政治をつかさどる役目の人を指します。フランスには国王がいませんので、正確には「大臣」ではなく、「長官」に当たります。

ここでの Iran は「イランの代表」ということです。
また、meet with は「前もって約束して会う」というときによく使われます。
later this week「今週中に」
この later は「遅く」ではなく、「今週のこの時点よりあとに」ということです。ニュースが月曜日になされていますから、「今週中に」ということです。

fresh momentum 「新たな勢い」。
stalled talks over は「膠着状態に陥っている～についての話し合い」。

動名詞句になっています。

Tehran は「イラン政府」のことです。
