An Internet security watchdog group called Citizen Lab said on Monday a cyber-surveillance company based in Israel developed a tool to break into Apple iPhones with a never-before-seen technique. It said the technique has been in use since February.

called は、後ろから前の名詞を修飾する過去分詞です。

based は後ろから前の名詞を修飾する過去分詞。
break into ～は「～に侵入する」。無理やり、または不法に侵入するようなときに使います。
a never-before-seen technique「見たことのない、空前の、前代未聞の」
完了形を使ったイディオムになっています。
the technique has been in use since February「その技術は２月から使われてきた」
現在完了の構文になっています。
The discovery’s important because of the critical nature of the vulnerability. Citizen Lab says it requires no user interaction and affects all versions of Apple’s operating systems, except for those updated Monday.

NSO は Niv, Shalev and Omri のアクロニム（短縮形）です。
Apple confirmed Citizen Lab’s finding, and it said it fixed the vulnerability in Monday’s software update. In a statement to Reuters, NSO did not confirm or deny that it was behind the technique. Citizen Lab said it found the malware on the phone of an unnamed Saudi activist and said the phone had been infected with spyware in February.

時制の一致で過去完了形になっています。

ここでは、間違って infected を使っていますが、「人」が主語なので affected のほうが適切です。

in-person は「対面の」という形容詞。「対面で、直接会って」と言うときは in person のようにつづります。
so-called は「いわゆる」という意味で、よく使われる表現です。
quad countries は、直訳すると「４か国」ですが、アメリカ、日本、オーストラリア、インドの４か国を指します。quad は「４」という意味です。ニュースなどでは「日米豪印」と表現しています。
will discuss cooperation to push back against China’s growing assertiveness「中国の増長する独断性に対抗する連携を話し合う」
cooperation は「強調、連携」。discuss は他動詞で、このように目的語が直接続きます。
push back against は「～に対抗する」。
growing は「増大する」で、assertiveness は「独断性、自信に満ちた言動」です。
White House Press Secretary Jen Psaki said in a statement that the summit will be held in Washington on September 24th. The leaders will be in the United States for the United Nations General Assembly in New York.

said のあとに続く that 節の中ですが、will be held と未来形が使われ、時制の一致になっていません。９月２４日は、このニュースがあった時点でまだ未来のことなので、そのような場合は時制の一致をしないで、未来形のまま使うことふつうです。
President Biden is set to address that gathering on September 21st.
is set to address that gathering「その会議で演説をする運びである」
be set to は「～することになっている、～することに決まっている」という意味のイディオム。
address は「演説をする」。
gathering は meeting のことです。
This will be the first time the quad members have met face-to-face although they had held a virtual meeting in March to discuss COVID-19 vaccines and climate change. China was also on the agenda in that meeting.
the quad members have met face-to-face「この４人の首脳が対面形式で会うことになる」
ここで現在完了形が使われていることに注目しましょう。
although they had held a virtual meeting in March「３月に仮想会議を行ったが」
although は「～だけれども」という逆接の接続詞。
virtual meeting は、前に出た in-person meeting と比較して出てきたもので、「直接会わないオンラインでの会議」ということです。
China was also on the agenda in that meeting.「中国のことはその会議でも議題に上がった」
that meeting は３月の仮想会議のことです。
