with the acquiescence of ～は「～の黙認を得て」という意味です。controlling は「支配している」という意味で、現在分詞があとの名詞を修飾している形です。
acquiescence は「黙認、イヤイヤながら従うこと」という意味の名詞。

thousands of …を「数千の」とか「数千人の」と訳しているニュース記事をよく見かけますが、これは「何千もの、何千人もの」という意味合いです。ですから「数万、数十万」を意味する場合もあります。thousand の次の位は million（100万）ですから、「数十万」は thousand を使って表現するしかないのです。

Meanwhile, the Taliban says road links to Panjshir Valley are now open, and food and other supplies can now be transported. The insurgent group said they’d taken over the valley, ending remnants of resistance against their rule. Shortly after, the group said electricity, cell phone and Internet services would be restored.

provincial capital は「州都」。
governor’s compound は「知事公舎」。compound は「屋敷」を表します。
Meanwhile, in an audio message on his Facebook page, resistance leader Ahmad Masood said his forces are still present in Panjshir and will continue to fight the Taliban.
