期間を表す語が複数形で使われると長い期間を表すことが多いのですが、within が使われていることから「向こう２，３か月のあいだに」というニュアンスです。ニュースでは「年内に」となっていますね。

as it arises は「それが起きたとき」という意味になりますが、これだけでは何のことかはっきりしません。おそらく as it arises as a problem（それが問題となったとき） と言いたかったのだろうと思います。it は ISIS（Islamic State of Iraq and Syria の略）。イスラム過激派組織です。

Islamic State group は ISIS のことです。
