via remote は「リモート放送で」ということです。ちゃんとしたスタジオで収録した音声ではないので、かなり聞きにくくなっています。

is calling on … to ～「…に～するように呼びかける」
for the good of ～「～の利益のために」
[quote] “deserve peace and security”「平和と安全を手にする権利がある」
[quote] は「これから言う表現はクォーテーションマークに囲む価値があるものです」という感じで述べるときに使います。
deserve は「～する価値がある、～を受けるに値する、権利がある」というようなニュアンスで使います。例えば、昇給を願い出るときに I think I deserve it. のように言うことがあります。
The President told reporters he’s closely following developments in the Caribbean nation since President Jovenel Moise was assassinated last Wednesday.
he’s closely following developments in …「…の発展をしっかりと見守っていくつもりだ」
この文に続く the Caribbean nation というのは Haiti のことです。
since President Jovenel Moise was assassinated「ジョブネル・モイーズ大統領が暗殺されたので」
assassinate は「～を暗殺する」。名詞形は assassination です。
Moise was shot to death in his home in Port-au-Prince in the early morning hours of July 7th.
shot to death「銃で撃たれて死亡する」
His wife, Martine Moise, was seriously wounded in the attack and was taken to Miami, Florida, for treatment.

His wife と Martine Moise は同じ人を表し、同格です。
ふつう、コンマは次のように使いますが、ここでは、his wife の場合でも、敢えてコンマではさんでいます。
Mary, my wife, graduated from Harvard University.
My wife Mary graduated from Harvard University.
Mary という人は数多くいますから、先に Mary と書き始めた場合は、my wife をコンマではさみます。
２つめの文のように My wife で書き始めた場合、「私の妻はメアリー」に決まっていますから、コンマ無しで表記します。
was taken to Miami, Florida, for treatment「治療のため、フロリダ州マイアミに移送された」
ネイティブ・スピーカーにも間違う人が多いのですが、州名は前後をコンマではさみます。コンマではさまないと、次のような文では意味を誤解されることもあります。
Los Angeles, California is a big city.
ネイティブ・スピーカーには、このように California のあとにコンマを付けない人が多いのですが、コンマを付けないと、この文の後半が「カリフォルニアは大きな都市だ」となってしまいます。
The White House says it has responded to Haiti’s request for help in the investigation by sending a team of officials from several U.S. agencies, including the National Security Council and the State Department. They arrived on Sunday.
request for help in the investigation by sending …「…を派遣するという捜査の助けの要請」
help in …は「…での助け、手伝い」です。
by sending … は「～することによって」。
A spokeswoman for the National Security Council told VOA that the delegation has reviewed the security of critical infrastructure and has met with the Haitian National Police who are leading the investigation.
the delegation has reviewed the security of critical infrastructure「派遣団は重要な経済基盤（インフラ）の安全性について調査した」
the delegation というのは the National Security Council and the State Department のことです。
has met with the Haitian National Police who are leading the investigation「捜査を率いているハイチの国家警察と面会した」
meet with は、「あらかじめ予定して会う」という意味で使います。
police は、形は単数形ですが、意味は複数を表します。なので、who に続く動詞が are のように複数を表しています。
The FBI told VOA in an e-mail statement that it is currently engaging with the U.S. Embassy in Haiti to determine how best to support the effort. Three Haitian-Americans have been arrested in connection with the assassination plot.

engage with …は「…と関わりを持つ、…と戦争する」というような意味がありますが、ここでは「連絡を取り合っている」ということです。

to determine 以降は副詞的用法の不定詞で、その目的語に how to ～ が続いています。そして、how to のあいだに、副詞の best が挿入されている形です。

現在完了形が使われているので「今までに逮捕された」という意味合いです。
in connection with the assassination plot「その暗殺計画に関連したとして」
in connection with … は「…と関連して」。
assassination は assassinate の名詞形、plot は「計画、陰謀」です。
Haitian-American Dr. Christian Emmanuel Sanon has been named by Haiti’s National Police as the mastermind behind the assassination.
has been named by Haiti’s National Police as the mastermind「ハイチの国家警察にその首謀者と目されていた」
name … as ～は、「…を～として指名する、容疑者として特定する」。
mastermind は「首謀者、黒幕」。

Police Chief told reporters that Sanon arrived in Haiti on a private plane in early June, along with some of the Colombian gunmen who were arrested in connection with last week’s murder. Sanon is one of three Haitian-Americans currently in police custody.
on a private plane「自家用機で」
通常、商用の乗り物は定期的に同じ路線を就航するので「線の上を移動する」という意味合いでon the plane、on the ship、on the train のように言い、タクシーや自家用車のように特定の路線を持たない乗り物には in を使います。したがって、private plane は特定の路線を持たないため、in a private plane のように in を使うのがふつうですが、ここでは on が使われています。

currently in police custody「現在、警察に拘置されている」
custody は「拘置所、拘置」。学校などで悪さをして、学校内の特別室などに入れられる場合にも custody が使われます。

the information that led to the arrest「逮捕に結びついた情報」
was garnered during interviews with the Colombian suspects「コロンビア人の容疑者への聞き込みの最中に判明した」
garner は「情報を集める」。was garnered の主語は the information です。
who spoke investigators through an interpreter「通訳を通して捜査官たちに話した」
speak は自動詞で speak to …、speak with … のように前置詞が必要ですが、ここではそれを省いて使っています。おそらく、told と勘違いして使ってしまったのでしょう。
