thousands のように数字の単位を複数形にして表現するときは、それぞれ、hundreds of …（何百という…）、thousands of …（何千という…）、millions of …（何百万という…）という意味になります。
こうした表現をニュースなどで「数百の、数千の」のように訳しているのを見ることがありますが、複数形にした表現は、「数～」よりもずっと多い数字を表す場合に使います。

rollout は「導入、運用、本格化」という意味です。

このinoculating は vaccine programs を後ろから修飾する現在分詞ですが、Monday が挿入されているために分かりにくくなっています。
inoculate は「ワクチン接種する」という意味の動詞です。

they は organizers of the Olympics です。ちなみに、Olympics は固有名詞なので大文字で始めます。また、複数形にします。そして、前に the を付けます。

venue は「開催地、会場」という意味で、TOEIC® TEST でもよく出てくる単語です。

be to be は「～になる予定である、～になるはずである」という意味で、未来の予定や規則などを表す表現です。
cap は、ここでは動詞で「上限とする」という意味。
10,000 people or 50% of a venue’s capacity「1万人あるいは会場の許容人員の５０パーセント」
ここでの or は「あるいは」です。or が言い換え表現に使われることもありますが、その場合は前後が同じことを述べるときです。ここでは「１万人」と「許容人員の半分」は同じではありません。

new は record を修飾し、single-day も同じく record を修飾しています。

dose には「接種、投与、服用」など、医薬を体内に入れる行為全般で使われます。

boost は「強化する、促進する」。
continent は「アフリカ大陸」のことです。
In the United States, the White House laid out its plans for sharing 55 million COVID-19 vaccine doses abroad with the majority of the allocations going to Latin America, the Caribbean, Asia and Africa.

laid out は「～の計画を立てる」。いわゆる「レイアウトする」ですね。laid は lay の過去形です。
