Monday は、ニュースで使われる特徴的な表現では、前置詞の on がよく省略されます。
power of hope というのは、ラテンアメリカの国々への援助を増やすという意味です。
along with new efforts to fight corruption「汚職と闘う新しい試みと併せて」
along with ～は「～と併せて、連動して」という意味。
to fight はnew efforts を修飾する形容詞的用法の不定詞です。fight は他動詞で、目的語が直接続きます。
to persuade Latin Americans to stay home「ラテンアメリカの人たちに母国に留まるように説得するために」
to persuade は副詞的用法の不定詞です。
to stay home は名詞的方法です。この stay home は、コロナ禍で「ステイホーム」と言っているのとは違い、「母国に留まって、アメリカに来ないで」ということです。
rather than attempt the dangerous migration north to the United States「北のアメリカに向かって危険な移住を試みるよりも」
attempt は動詞。migration は「移住、移動」。

need の主語は that のすぐあとの people in the northern countries です。along with Mexico が挿入されたため分かりにくくなっています。

promises の主語は economic development です。that が関係代名詞。
Harris said, “Help is on the way” with Washington aid and private investments, encouraged by the US government, in agriculture, housing and businesses, but Harris warned Guatemalans, “Do not come” to the United States. She said we’re not afraid to enforce our laws and borders.

on the way は「～の途中にある」。

Washington は「アメリカ政府」。ニュースではよく使われますので、覚えておきましょう。
aid は「援助」です。

国境を越えて入国しようとする人たちは、躊躇なく罰しますよ、ということです。
enforce は「執行する、実施する」。

what は関係代名詞です。
as は「～のように」。
続くクォーテーションマークの中の candid は「率直な」で、frank とほぼ同意です。
pressing the need for a strong court system and civil governance「強力な裁判制度と国民自治の必要性を強調して」
分詞構文です。
civil governance は「国民が積極的に政治に関与すること」という意味合い。

ニュースでは、このように in Washington がこの位置によく置かれます。
law enforcement task force は「国境での法律を執行する作業部隊」のこと。

後ろから task force を修飾する過去分詞です。
human trafficking は「人身売買」、smuggling は「密輸をする」という動詞の現在分詞で形容詞。

candidate は「候補者」。
vying は見かけない単語ですが、vie（争う、競争する）という動詞の現在分詞です。die（死ぬ）という動詞の現在分詞が dying となるのと同じ変化ですね。
still neck-and-neck「まだ接戦で」
neck and neck は「接戦で、互角で」という意味ですが、語源は競馬です。ゴールの「首の差」を表現したものですね。
as vote counts trickled in for the runoff election「決選投票で投票結果が漏れ伝えられてくるにつれ」
trickle は、水などがぽたりぽたりを漏れる様子を表す動詞です。
runoff election は「決選投票」。ペルーの大統領選は、１回目の投票で過半数を得た候補者が出なかったので、決選投票になりました。

barely は「かろうじて～する」。「ほとんど～ない」のように否定の意味合いで使うこともあります。

as は「～すると、～するにつれて」という意味の接続詞。日本では、都市部が革新系で地方では保守系が票を伸ばすことが多いようですが、ここでは socialist（社会主義者）であるカスティロ氏が地方で票を伸ばしているようですね。

ここでの as は「～なので」という意味の接続詞です。
