later this year は「今年じゅうに」。「今年遅くに」という意味ではありません。「今年の、これからあと」ということです。

impose は「強いる、強要する」。
ballot restrictions は「投票制限」。

副詞的用法の不定詞句です。passage は pass（可決する）の名詞形です。
