as は「～なので」という意味の接続詞。
hit a record high は「過去最高を記録する」。

solidarity with は「～との団結、連帯」。
democracy protesters は「民主主義を求めて抗議活動をする人たち」。
and warning of a failed state「間違った国家に警鐘を鳴らしながら」
warning 以降は voicing と並列の関係になっています。
