delayed の主語は objections です。
on a vote of 78 in favor to 20 against
on a vote of ～は「～の投票」。in favor to … against ～は「…の反対に対して～の賛成で」ということ。
in favor of ～という表現もあります。これは「～を支持して、～に賛成して」という意味です。
