US House Speaker Nancy Pelosi said in a letter to her Democratic colleagues Monday that Congress will establish an independent, September 11th-style commission to look into the deadly insurrection that took place at the US Capitol building on January 6th.
「アメリカのナンシー・ペロシ下院議長は月曜日、民主党の同僚議員に宛てた書簡の中で、議会は１月６日に連邦議会議事堂で起きた流血暴動を調査する、独自の9.11型の委員会を立ち上げると述べました」

アメリカ議会の下院議長です。正式には the speaker of the United States House of Representatives といいますが、ふつうは the speaker of the House や、上記の US House Speaker のようにいいます。
なぜ「議長」のことを speaker というのかは分かりません。
that Congress will establish an independent, September 11th-style commission
Congress は「アメリカ連邦議会」。independent は「独自の」で、あとのcommission を修飾する形容詞。September 11th-style は「9.11型の」という形容詞句。２００１年の同時多発テロが起きた９月１１日のことです。
to look into the deadly insurrection
look into は「～を調査する」。deadly insurrection は「致命的な（死者を伴う）暴動」です。
that took place at the US Capitol building on January 6th
take place と happen の違いに注意。混同して使う人もいますが、使い方が違います。take place は「予定していたことが起きる」ことに使います。いっぽう happen は「予期していなかったことが起きる」ことに使います。ですから、事故や地震などに take place は使いません。
ここでは、暴徒が予定して起こした暴動なので、take place が使われています。
Pelosi said the commission will investigate and report on the facts and causes relating to the incident which she called a [quote] “domestic terrorist attack upon the United States Capitol complex.” She also called the attack interference with a peaceful transfer of power.
「ペロシ氏によると、委員会は、彼女が「アメリカ連邦議会議事堂複合施設に対する国内テロ攻撃」と称している事件に関連する事実と原因について調査し報告するということです。彼女はまた、その攻撃を平和的な政権交代に対する干渉であると述べました」
on the facts and causes
「事実と原因について」。on は「～について」。
relating to the incident
relating は現在分詞で、前の facts and causes を修飾しています。
she called a [quote]
[quote] は「これから述べることは大切なことですよ」という意味や、第三者が言ったことを引用するような場合に、こうしたニュースなどで使います。ニュースは音声なので、クォーテーションマークが見えないからです。
called のあとに the incident を置き、クォーテーションマークに囲まれた表現があとに続く、いわゆる＜第５文型＞の形になる文です。
She also called the attack interference with a peaceful transfer of power.
この文も代５文型です。O=目的語は the attack で、C=目的格補語がinterference 以降です。
