fewer が比較級になっていることに注目しましょう。前よりもデモ隊の人数が減ったということです。

いろいろな原因があるなか、軍の車両が増えたことがその一部であるということです。ここでも larger と比較級が使われていますので、軍の車両が以前より増えたということです。

on charges of ～は「～の容疑で」ということ。
possessing は動名詞で、of の目的語です。それを副詞の illegally が前から修飾しています。
imported は過去分詞で、walkie-talkie radios（無線機、トランシーバー）を、前から修飾しています。
two weeks ago は、この構文だと「２週間前に無線機を保有していた」のような意味になってしまいますが、実際には、前のほうにある detained を修飾する副詞句です。つまり「２週間前に拘束した」ということです。
