Myanmar’s military seized control of the country Monday, imposing a one-year state of emergency. An announcement read on the military’s Miyawati TV said the seizure was necessary because the democratic government had not acted on claims of voter fraud following November’s elections.
「ミャンマー軍は月曜日、国家権力を掌握し、１年間の非常事態体勢を取りました。軍が運営するミヤワティテレビで読まれた発表によると、民主政権は１１月の選挙のあと選挙詐欺の主張に行動してこなかったとして、権力の掌握が必要なのだと述べています」
imposing a one-year state of emergency
分詞構文です。
impose は「～を課す」。
one-year は「１年の」という形容詞です。
state of emergency は「緊急事態」。state は「～の状態」という意味の名詞です。
on the military’s Miyawati TV said
on は、on TV、on the radio、on the Internet などで使われる「～で」という意味の前置詞。
said の主語は An announcement です。read は「読まれた」という意味を表す、後置修飾の過去分詞。
the democratic government had not acted
過去完了形が使われているのは、「１１月の選挙からクーデターが起きた月曜日まで」という、過去（月曜日）よりも前のことを表しているからです。
following November’s elections
following は after と同じ意味と用法です。
The announcement newly [scheduled] elections would follow at the end of one year. The military said it would hand power to the winner of those elections.
「その発表によりますと、新たに予定される選挙は１年後に行われる模様です。軍は、その選挙に勝った側に権力を移譲すると述べています」
The announcement newly [scheduled] elections
音声が途切れています。newly が辛うじてキャッチできますが、続く elections と文法的に合いません。おそらく、scheduled のような単語があったのだと思います。
scheduled を入れて考えると、「（１年後に予定される）新たに予定される選挙」という意味になります。
would follow at the end of one year
まだ決定したわけではないので、仮定の would が使われています。
follow は自動詞として「結果として起きる」という意味で使われています。
hand power to the winner of those elections
この hand は動詞です。「～に手渡す、移譲する」という意味です。hand power を「ハンドパワー」だと思わないように注意。hand ～ to …（～を…に手渡す）となっています。
power は「権力」です。
In the early morning hours Monday, security forces seized the country’s de facto leader Aung San Suu Kyi and President Win Myint as well as other senior politicians belonging to the ruling National League for Democracy party.
「月曜日の朝早い時間に保安部隊は、現政権の事実上のトップであるアウン・サン・スー・チー氏とウィン・ミン大統領を、また、与党NLD＝国民民主連盟に所属するほかの幹部たちを拘束しました」
security forces seized the country’s de facto leader Aung San Suu Kyi
de facto はあまり見かけない語句ですが、「事実上の」という意味の形容詞句として使われます。de facto leader は「事実上のトップ」です。in fact の意味を表すラテン語です。
seize は「捕まえる、拘束する」。
as well as
「～と同様に」という意味で、also の代わりによく使われます。
other senior politicians belonging to the ruling National League for Democracy party
現在分詞が２つあります。belonging は、後ろから other senior politicians を修飾する「後置修飾の現在分詞です。そして、ruling は前から National Leagues for Democracy を修飾しています。
