Doctors have cautioned that even though he’s recovering well, long-term problems cannot be ruled out.

Russia investigate のように、単数形である Russia なのに、動詞に「三単現のs」が付いていないことに注意。demand のように「命令、希望、忠告」などの意味を表す動詞に続く that 節の中では、動詞は原形になります。
in an induced coma「昏睡状態で」
and as he was treated with an antidote「そして、解毒剤の治療を受けた」
and のあとの as は不要です。ナレーター（アナウンサー）が間違えて付け足してしまったようです。
his condition had improved「彼の状態（症状）は改善してきた」
that の前の said week ago の時制に合わせて過去完了形になっていますが、述べたときには has improved となっていました。
enough for him to be brought out of it「意識が回復するまでに十分に」
enough to に for him が挿入された形です。
long-term problems cannot be ruled out「長期間の困難な状況は避けられない」
long-term は「長期間の」という意味の形容詞句。rule out は「排除する」。

日本の「首相」も prime minister といいます。
won the first of several votes in Parliament「最初のいくつかの東京で勝利した」
Parliament は「国会」。イギリスやカナダ、オーストラリアの国会は Parliament といいます。日本の国会も同じような仕組みですが、日本の国会には Diet を使います。
on his plan to undercut the Brexit treaty「ブレクジット（EU離脱）協定の一部変更しようとする彼の計画」
undercut は「価値を低下させる、効力をなくす」という意味で、「一部変更」を意味しています。
a growing rebellion「増えてきている反抗」
反対者が増えつつあることを示しています。
members of Parliament「国会のメンバー」
つまり議員のこと。
would tarnish Britain’s reputation「イギリスの評判に傷が付くだろう」
tarnish は「（評判などを）落とす、傷つける」で、reputation は「評判」。
The European Union says Johnson’s bill would collapse trade talks while former British leaders have warned that breaking the law is a step too far that undermines the country’s image. The EU has demanded Britain scrap the main parts of the bill by the end of September, and if not, there will be no trade deal at the end of the year.

while former British leaders have warned that「一方で、過去のイギリスのリーダーたちが～と警告している」
former British leaders というのは、メイ前首相を含む閣僚たち。
a step too far that undermines the country’s image「あまりにもかけ離れすぎていて、国のイメージを弱体化させる」
undermine は「弱体化させる」という動詞。
too … that は、so … that ～（…すぎて～することになる）と同じような使い方。
The EU has demanded Britain scrap the main parts of the bill「EUはイギリスに対してその法案の主要な部分を破棄するように強く求めている」
demand の使い方と文法については、昨日の記事を参照してください。
and if not, there will be no trade deal at the end of the year「そしてそうでない場合、年末には取引協定は結ばれないであろう」
if not のあとには、「９月末までに法案の主要部分が破棄されなかった場合は」という意味が続いています。
